Is the public sector capable of innovation?

Stereotypes of inflexible, lumbering and rule driven service delivery by public sector agencies abound.  But are such tales reality based? Are they a gratuitous whinge or a genuine call for public sector innovation? Do the punters really want the public sector to innovate or is it just the view of elites?  And is the public sector even capable of innovation?

In pondering these questions I keep coming to the conclusion that there is no inherent reason why the public sector can’t deliver both sustaining innovation and disruptive innovation, as required.  At the moment the principle focus of my professional reading is exploring roadblocks to what ought to be an expressway.  Recommendations of relevant books or article titles will be gratefully received.
